This paper uses Popper's treatment of probability and an epistemic constraint on probability assignments to conditionals to extend the Bayesian representation of rational belief so that revision of previously accepted evidence is allowed for. Results of this extension include an epistemic semantics for Lewis' theory of counterfactual conditionals and a representation for one kind of conceptual change.

The dark matter problem in astrophysics exposes an underappreciated weakness in the evidential warrant for General Relativity (GR). The "dark matter double bind" entails that GR gets no differential evidential support from dynamical phenomena occurring at scales larger than our solar system, as compared to members of a significant class of rival gravitation theories. These rivals are each empirically indistinguishable from GR for phenomena taking place at solar system scales, but make predictions that may differ radically from GR's at larger (...) scales. Thus the typical confidence in the universal applicability of GR is insufficiently warranted in the present evidential context. (shrink)

Isaac Newton's Scientific Method examines Newton's argument for universal gravity and his application of it to resolve the problem of deciding between geocentric and heliocentric world systems by measuring masses of the sun and planets. William L. Harper suggests that Newton's inferences from phenomena realize an ideal of empirical success that is richer than prediction. Any theory that can achieve this rich sort of empirical success must not only be able to predict the phenomena it purports to explain, but (...) also have those phenomena accurately measure the parameters which explain them. Harper explores the ways in which Newton's method aims to turn theoretical questions into ones which can be answered empirically by measurement from phenomena, and to establish that propositions inferred from phenomena are provisionally accepted as guides to further research. This methodology, guided by its rich ideal of empirical success, supports a conception of scientific progress that does not require construing it as progress toward Laplace's ideal limit of a final theory of everything, and is not threatened by the classic argument against convergent realism. Newton's method endorses the radical theoretical transformation from his theory to Einstein's. Harper argues that it is strikingly realized in the development and application of testing frameworks for relativistic theories of gravity, and very much at work in cosmology today. (shrink)

If the figure of philosophical sandhogs is appropriately descriptive of this recent work, still one must recognize the manner in which modern philosophers are working away in different caissons; the workers differ in judgment concerning what is hardpan and what bedrock; while some believe only hardpan confronts us all the way down, a philosophic version of the bends would seem not to be uncommon in the analogate. And it is tempting, while possibly not unfair, to think of the linguistic philosopher (...) functioning in the equipment of the skin-diver, boldly setting off destructive charges at the foot of any piling which might be capable of furnishing support to a prospective "metaphysical edifice." Or, more modestly, one might say that whereas both Collins and Tillich are at work on the "foundations of the theory of being" Smart's enterprise, in "a spirit of higher-order neutrality," is directed toward the linguistic foundations of the theory of "being'," carefully bracketed from ontological reference through a rich use of inverted commas. This paper compares four techniques for measuring the masses of galaxies and larger astrophysical systems from their dynamics. The apparent agreement of these techniques is sometimes invoked as reason for hypothesizing the existence of huge quantities of “dark matter” as the best solution to “the dynamical discrepancy”, the 100-fold disparity between the amount of mass visible in large scale astrophysical systems and the amount calculated from dynamics. This paper argues that the agreement, though suggestive, is not definitive. The coincident measurements (...) remain the best reason for preferring dark matter over revisions to General Relativity for solving the dynamical discrepancy, but the resulting warrant for this preference is weak. The issue between my view and Hasker's concerns a certain principle that he takes to be true, but I hold to be false. The principle in question asserts that failing to do better than one did is a defect only if doing the best one can is possible for one to do. I claim that this principle is false because if an all-knowing, all-powerful being were confronted with an unending series of increasingly better creatable worlds and deliberately chose to create (...) the least good world, that being would thereby show itself to be something less than a supremely perfect world-creator. In fact, I argue that if a supremely perfect world-creator were to exist and create a world, it would have to be a world than which there is no better creatable world. (shrink)

He smothered the country with emergency currency to prevent a replay of the bank runs that swept America in 1907. And he launched the United States as a world monetary power by honoring America's commitment to the gold standard. His actions provide a blueprint for crisis control that merits attention today. McAdoo's recipe emphasizes an exit strategy that allows policymakers to throttle a crisis while minimizing collateral damage. When Washington Shut Down Wall Street recreates the drama of America's battle for financial credibility. McAdoo's accomplishments place him alongside Paul Volcker and Alan Greenspan as great American financial leaders. ExcerptNow a century old, Carl Schmitt’s The Crisis of Parliamentary Democracy still provides useful training for historians in the necessary task of making distinctions between “liberalism” and “democracy,” two movements that arose with overlapping but distinct core principles in eighteenth-century Europe, often competed with each other, and sometimes came into bloody conflict. Schmitt makes one highly controversial assertion, however, near the beginning of this book. After agreeing with Alexis de Tocqueville that the spread of democracy was the most powerful political (...) trend of the nineteenth century, a trend that became almost irresistible,1 Schmitt declares that there is a crucial flaw in the argument of Jean-Jacques Rousseau that exposes a major problem with democratic theory in general. Democracy has taken so many different forms, according to Schmitt, that it can only be defined according to the basic principle that political decisions are only binding for those who participated in making them. This belief presupposes “that the will of the outvoted minority is in truth identical with the will of the majority. Rousseau’s frequently cited arguments in the Contrat social are fundamental [emphasis added] for democratic thought and ultimately conform to an old tradition.”2 Schmitt refers here to Rousseau’s argument in On the Social Contract (book IV, ch. 2) that if the proposition you supported fails to gain a majority in a referendum, you should acknowledge that you had been mistaken when you voted, because the question posed to citizens was not exactly whether they personally approved of the proposition, but “whether or not it conforms to the general will that is theirs.”3 Schmitt observes caustically that “with this Jacobin logic one can, it is well known, justify the rule of a minority over the majority, even while appealing to democracy.” The first democratic movement of the modern era, the Levellers in the English Civil War, had already attempted this, Schmitt argues, when they proclaimed in 1649 that only the “well-affected” deserved the right to vote in parliamentary elections.4 Schmitt concludes that democracy is therefore highly vulnerable to the emergence of dictatorship, and that the Bolsheviks had just as strong an argument in 1923 that their brutal dominion by an “enlightened” minority was truly democratic as did the Jacobins of 1793. “Theoretically, and in critical times also practically, democracy is helpless [emphasis added] before the Jacobin argument, that is, when faced with the authoritative identification of a minority as the people.” The meaning here of “authoritative identification” (entscheidenden Identifikation) is unclear; Schmitt does not seek to explain why the majority in a democracy should ever accept a minority’s claim that it alone possesses civic virtue or wisdom.5 A very similar argument about Rousseau was made nevertheless by J. L. Talmon in The Origins of Totalitarian Democracy (published in 1952), which has in turn influenced some recent scholars who, like Talmon, do not acknowledge any intellectual debt to Schmitt.6.
